Endeavour must to promote art and handicraft of state: Sena

 

ITANAGAR, Mar 30: “In the face of mechanized modern life, precious art and handicraft practice of various communities of the state are fast losing ground, and therefore endeavors must be made to promote them by all,” said Setong Sena Minister of Agriculture, Horticulture, and Animal Husbandry and Veterinary, while inaugurating the Art and Sculptor Meet organized by the Department of Art and Culture at Siddhartha Hall today.

The Minister said that Arunachal Pradesh has abundant talents in all fields of activities especially in handloom and handicraft but in blind pursuit of materialistic aim, these important values are not being given importance resulting in their struggling for survival.

Calling for introduction of the subject in educational curriculum for preservation and promotion of this vital sector, Sena also urged thinkers and intellectuals of the state to help evolve a healthy policy in this regard. According to him, art is a strong medium for people to express themselves and thereby connect people. He complemented the Department of Art and Culture for conducting the meet and expressed hope that participation of renowned sculptor Biren Singha and other artists would inspire local artists. Biren Singha, a renowned sculptor from Guwahati, said that an artist works through imagination and feelings which is beyond physical consciousness level.

Emphasizing the need of building up relationship and love among people thorough mutual understanding and compassion, the sculptor stated that the path of communication built up through the heart has far more significance than physical road.

Singha emphasized the role of art and sculpture in preserving and promoting various forms of  cultural heritage of the people and called upon the government to provide support to local artisans. He said a road map with a holistic policy is required for broader development in the sector. He hailed the contribution of literary luminous figures of state such as late Lummer Dai and Y. D. Thongchi to Assamese literature. Singha added people of Assam always revere them for enriching Assamese literature.

Director  Mamta Riba in her inaugural address informed that in order to promote the traditional art forms of the people of the state, a Teach and Learn scheme in the 5 undivided districts are being launched. She said traditional art forms like paper making, musical instruments, weaving crafts, and dance forms have been included under the scheme.

On the occasion various artists and sculptors from different parts of the state including sculptor Tomo Riba, retired Art Expert, D. Bhattacharjee, Ato Tayeng, Abo Wangnow from Niaum village of Longding District are taking part. Talks on art and sculpture were delivered where the artist participated. Major works of various art forms such painting; sculpture, wood carving etc were exhibited in the meet where various art lovers and dignitaries visited.

 

 

Engineer escapes bid on life

ITANAGAR, Mar 30: In a bone chilling incident which once again exposed the darker side of state, one engineer namely Nich Tader, an executive engineer of PWD Tali division was almost killed by group of people at his camp office, Ziro. According to the report group sprinkled petrol over him and tried to burn him alive. However due to timely intervention by subordinate of engineer Tader, his life could be saved.

When contacted officials of Ziro police station informed that a case has been lodged and they are trying to arrest the culprits. Further police informed that owner of car which was used to ferry the goons has been arrested. The incident has sent shockwaves among battered government officers of state who are being continuously harassed by various groups in the name of ‘March Ending’, a term especially used for financial year end.  

Recently many directors and engineers had received threat from various local goons demanding clearance of fake bills and all. The Nich Welfare Society while strongly condemning the incident claimed that entire crime was allegedly hatched by one Kogam Bagang, a resident of Pip-Sorang circle. The society demanded arrest of main accused and his accomplices within next 24 hours, failing which they threatened to take their own course of action to seek justice.

The Nyishi Elite Society has also condemned in strongest term the pre-planned attempt on life of engineer Nich Tadir. NES demanded the law enforcing authority to bring the culprit(s) to book immediately and award them exemplary punishment as per law so that such heinous crimes do not recur.

 

 

3 fake self-style UG activists nabbed

NAHARLAGUN, Mar 30: Maintaining a strict vigil on the illegal activities, particularly during the March ending, the Capital police arrested three fake self-style under ground operatives who had served extortion notices in the name of National Liberation of Taniland (NLTL).

After getting such reports that many extortion notices enclosed with live bullets and pistols were served to many engineers of working departments and HoDS, the police laid a trap in which three youths were trapped.

Those arrested, who have been identified as Tai Taka, 26; Tai Tayu, 27, and Hillang Agapi, 18, of  Sangram circle of Kurung Kumey district, were given 14-day police remand on being produced before a local magistrate today, according to Capital SP Surender Kumar.

A police team of Naharlagun police station led by SI M Geyi under the supervision of the SP and SDPO DSP Jummer Basar after drawing a meticulous strategy succeeded in a breakthrough and busted the fake gang. The team included SIs A K Pandey & T Habung, HC I Ngomdir, constables T Muklom, P Angu and T Talley.  

After seizing the pistols and bullets from the complainants, the police also seized a Scorpio, an Alto and a Verna besides two pen drives, a CPU, two SIM cards containing sensitive information relating to extortion and NLTL rubber seal from the trio, police have launched investigation into the matter.

 

 

PPA seeks resignation of finance minister over poor financial condition of state

ITANAGAR, Mar 30: The People’s Party of Arunachal (PPA) has termed the decision of state government to temporarily suspend all the government transaction till 5th of April as unfortunate and unprecedented. In a release PPA General Secretary Ashan Riddi stated that this action by Congress government of Arunachal contradicts their claims of financial stability. Unless, there is financial crisis, no government will take such drastic decision, the PPA stated.

Further, coming down heavily on Congress government, PPA said state government seems to be confused about their financial management and therefore this situation arouse.

This decision of the government will have strong impacts on the entire population of the State, as because most of the economy and survival of large numbers of population are directly linked with State’s exchequer, the party added. The government needs to answer on what about the money of many peoples who have already invested their financial resources in different government projects.

“The Congress government, particularly Finance Minister has miserably failed to handle the financial situation of the State. Their so-called ‘People First and Transparent’ government should come out with white paper on the state’s financial situation if they really want people to know current affairs of finance department,” stated PPA in a release. Further calling for resignation of finance minister, party said, “In any other State governments or Central Government if similar situation arise, the concerned Ministers own direct responsibility and tender their resignation. If the State Financial Minister is sensible enough he should be responsible and tender resignation for greater interest of the State and country as a whole.”

 

 

Health mela organized at Upper Subansiri

ITANAGAR, Mar 30:  A two day health mela was organized by the District Health Society, Upper Subansiri at  CHC, Maro on 28th and 29th of March. The Health Mela was inaugurated by Deputy Commissioner Tahang Taggu, who in his inaugural speech called upon the public of Maro and Baririjo circles to take maximum benefits from the team of doctors present for the purpose.

He also stressed on the need for spreading awareness about various diseases and programmes implemented by the government through the District Health Authority. The DC also called upon the doctors to render all possible service to the people with utmost dignity and professionalism as their profession was a noble one and they were considered second to God by the people.

Dr Dubom Bagra, DMO briefed on various programmes under the health department and asked the public to take maximum benefit. He also conveyed his gratitude to the public of Maro for giving all possible help for the successful conduct of the Health Mela. Dr N Geyi, DRCHO also spoke at length on the importance of institutional deliveries, breast feedings, JSY, Family planning etc.

A team of doctors comprising Dr J. Mara (Medicine specialist),  Dr T Dulom (Gyneacologist), Dr T Nayam (Child specialist), Dr B Nirin (DVBDCPO), Dr Y Hangkar (DTO), Dr Takam Bagbi (SMO), Dr Dipen Saikia (SMO), Dr Karpe Mara (MO) and Dr T Eru (Dentist) examined a total of 550 patients with 65 Dental cases treated and 20 dental filling done, 16 Females sterilized, 36 Blood Samples collected for Malaria tests of which 15 PV and one PF cases were detected, two suspected sputum for TB were collected and examined, 15 blood samples for HIV/AIDS screening collected and 89 lab investigation like Hg, Blood grouping etc done.  A baby show was also conducted during Health Mela and cash prizes were awarded to winners

 

 

PDS items should reach to targeted beneficiaries: FCI

ITANAGAR, Mar 30: The PDS items should reach nook and corner of the land-locked Arunachal Pradesh to benefit the targeted beneficiaries, said Food Corporation of India CMD Amar Singh after listening to a volley of grievances placed by AAPSU president Kamta Lapung in his New Delhi office on March 26 last.

Expressing concern on learning that the PDS items were still siphoned off to the black market depriving the poor and needy, he stressed on making the FCI base depots functional in each district headquarters of the state as proposed earlier.

While the government of India, particularly the FCI has been giving top priority to ensure delivery of PDS items throughout the state, Lapung called for urgent steps to achieve the goal. In response, Singh volunteered to visit the state to assess the ground realities to take steps accordingly by giving specific direction to FCI’s NE regional executive director based at Guwahati.

After giving a patient hearing, the CMD assured to look into the demands for immediate floating of tenders for appointment of transportation contractors in Arunachal dailies from Itanagar FCI office and preference to be given to the locals to tackle unemployment problem.  The NITS floated at FCI regional office, Itanagar for appointment of handling and transportation contractors (H&TCs) from the railway heads to the base depots located inside the state, but tenders were being floated arbitrarily from Guwahati for the last one year depriving the Arunchalees. AAPSU had submitted a memorandum to NE region FCI ED on February 20 last.

He also demanded an end to deputation or adhoc or contractual regime of officers and employees by regularizing their services to work with commitment and 100 per cent reservation of grade –III and IV FCI jobs in the state for Arunachalees.

When Lapung pointed out that of the four FCI godowns at Bomdila, Karsingsa, Pasighat and Tezu, only the Karsingsa one was functioning and was incapable of meeting the requirements of the geographically vast state, Singh admitted the genuine problem of transporting the essential commodities from various godowns located in Assam to Arunachal Pradesh.   

 

 

NHPC distributes scholarship to meritorious students in Tawang

TAWANG, Mar 30: For the first time in Tawang district, the NHPC Ltd with the logistic support of Yuva Arunachal provided Scholarship to the meritorious students of Project Affected Area (PAA) in Tawang district under its Corporate Social Responsibility (CSR). The scholarship programme covers students of Tawang basin projects, stage – I at Jang and Stage-II, Lumla.

The Tawang Basin Projects today provided scholarship fund of Rs. 3,76,000 to 50 meritorious students from six different schools in Jang Sub-division. The scholarship amount was distributed by Tawang Deputy Commissioner Abhishek Dev in a simple but impressive function.

In a similar programme held at Lumla Sub-division on March 26, Tsering Lhamu Zila Chairperson Tawang distributed the fund to the students of the project affected area. 43 students of the Tawang Basin Project Stage – II have been provided an amount of Rs. 3,04,000 as scholarship fund.

While appreciating the initiatives of the NHPC, all the speakers stressed that such CSR activities should be implemented in all spheres besides  organizing awareness programme amongst villagers on the possible benefits from the projects.

In another event, the Corporation donated a 20KW DG set worth of Rs.3,60,000 to Jamyang Choekorling Monastery. Tawang Basin Projects also donated desks and benches to schools at Khet village, Kitpi and Kharsot - Mangnam.

Apart from the A.K. Aggarwal, GM NHPC Ltd and other NHPC officials, teachers and students, M Nyori ADC Lumla, Dilip Chutia ADC Jang, Dangsang ZPM Mukto Block, Namgey Tsering Anchal Chairperson, Chombay Kee, President YUVA and public leaders  were present in the scholarship distribution programme.

 

 

Personality development camp held

ITANAGAR, Mar 30: The Vivekananda Kendra Arun Jyoti (VKAJ), Itanagar organized five days Personality Development camp specially designed for the students in between age 12 to 18 from 24th to 28th March at VKV Chimpu. The camp was specially held for the students of Papum Pare district. In this camp various types of sessions like Yogabhyas, Creativity session, Workshop and Tejas for School students were held.

Total of 64 students participated in Personality Development camp. The Camp was introduced by Taba Tatup, Prant Karyalaya Pramukh, SV-SSS. He spoke about how we should build personality through education and set an example for others to follow. Toku Natung, gave a lecture on “Patriotism in practical”. K. Jaishankar, teacher VKV Chimpu, took session about “Daily Routine”.

Tara Dajam gave a lecture on the topic “Vivekananda Kendra in Arunachal Pradesh”. In his address, he informed that Eknathji Ranade established 7 VKV’S in Arunachal Pradesh in 1977 and at present this has reached to 34 spread all over Arunachal Pradesh.  Ganga Jerang, a teacher with Govt. Middle School Niti Vihar, took a session about “Our Culture! Our Pride! Our Life! ”. She advised students that to preserve our culture in day to day life.

W. Lowang took a session on the topic of “Specialty of Arunachal Pradesh”.  Ashok Atale, Nagar Sangathak of Vivekananda Kendra, Branch Itanagar spoke about “Karyakarata as a Leader”. Rupesh Mathur, Pranta Sangathak of Vivekananda Kendra Arunachal Pradesh briefly explain about constructive and meaningful life with the thought “they alone live, who lives for other, rest are more dead than alive.” He urged the camp participant at least to practice one or two activity that was taught in the five day camp to improve oneself, and for the development of the Nation.

 

 

SUMA organizes peace rally  against PRC to non-APSTs

ITANAGAR, Mar 30: The Students Union Movement of Arunachal Pradesh (SUMA) organized a peace rally in protest against the issue of Permanent Residential Certificate (PRC) to non-APST  and  formation of Joint High Power Committee for PRC issue at Tezu on March 28 last. The rally was followed by a public meeting where the students and general public vehemently opposed the Government decision to issue PRC to non-APSTs with violation of constitutional rights of the  tribal people, SUMA said.

Claiming that 78 government land allotments were given to Non-APSTs in Tezu and other areas, the Union said  Arunachal Pradesh, which is completely known as the land of indigenous tribal people, will face demographic threat if the PRC to non-APST is granted. The SUMA said that the rally was participated by various Unions and Organizations including district student unions of Lohit, Anjaw, Dibang Valley and Lower Dibang Valley, Dibang Adi Students Union (DASU), All Mishmi Students Union (AMSU) and All Idu Mishmi Students Union (AIMSU).  

It further threatened to launch mass peace rally in the state capital in favour of its demand for immediate cancellation of JHPC on PRC issue  and immediate cancellation of Government land allotment to Non-APSTs under Lohit district and other areas.

 

 

Society demands arrest of all the culprits

ITANAGAR, Mar 30: Taking serious note on the reported physical attack on one Tapu Yornyi, a senior citizen of Mechukha area, by a group of people including the Circle Head Gaon Bura allegedly in the office premise of Additional Deputy Commissioner, Mechukha on March 28 last, All Mechukha Sub-Division Adi (BRB) Welfare Society today vehemently condemned the incident and strongly demanded the local administration for immediate arrest of all the people involved in the attack and termination of Circle Head GB from his post for leading such unlawful act.

Describing the attack as inhumane and most barbaric, the society further demanded the local administration to punish all the culprits as per Adi customary law.

While stating that the incident has hurt the sentiments of entire Adi people of Mechukha Sub-Division, Society questioned the position of local administration on the matter as there was allegedly no officers present in the office when the incident took place within its office premise. It strongly demanded the district administration for stern action against absentee officers.

Meanwhile, Adi Students Union Itanagar (AdiSUI) also strongly condemned the attack on a senior citizen and demanded for immediate arrest of all the culprits involved in the attack.

Expressing shock over the alleged involvement of GB (Gaon Buarah) and govt staff in such inhuman and unlawful act, the Union also appealed the concern authorities to terminate the GBs and put them behind the bar and award exemplary punishment so that such incidents are not repeated in future.

Doctor sought

ITANAGAR, Mar 29: The Parsi Parlo Area Youth Organization (PPAYO) has appealed to the  state Govt, particularly health department for immediate posting of  a doctor and subordinate staff at Parsi Parlo PHC to control epidemic like situation in the area.  Meanwhile, the organization has lauded the directorate of health services for providing medicines to Parsi Parlo PHC. The medicines were handed over to the health centre  on March 27, the organization said.   

 

 

GB arrested in alleged sexual assault on minor

ITANAGAR, Mar 30: Aalo Police arrested a Gaon Burah (GB) for allegedly sexually assaulting a minor girl (12 years) at Nyorak village on March 26.

The GB was arrested on March 27 after an FIR was lodged against him, Aalo police said. A case (No.39/13) has been registered at Aalo Police station under section 376 IPC against the person.

“The GB, who ran a shop at Nyorak village, forcefully sexually assaulted the minor girl when she was buying some items from his shop at around 7 pm,” alleged the Nyorak Welfare Society. He, being a responsible person of the village, brought shame and bad name to the society, NWS said in a release. While condemning the incident, the Society demanded the District Administration to terminate him from the post of Gaon Burah and cancel his shop license.

It also demanded the Deputy Commissioner to set up as Police Outpost at Nyorak village as the village has witnessed lots of criminals cases in past.

Infrastructure in border area: A means of ‘balancing power’

“India’s size and power may be daunting, but the neighbors have experience of India’s reluctance in reacting to provocations.”

 

The most strategic vista of India is the north eastern part. This region shares a 4,500 km international boundary with Bangladesh, Bhutan, China and Myanmar. Mentioning China is a need prior for evaluating the security establishment of the defense forces along borders. This is a matter of concern as always being waived.

Across the state of Arunachal Pradesh the 1,080 km of border with China is disputed, a dispute that led to an unforgettable and imperishable war between India and China in 1962, a war that has been seen as a thorn, an undeniable lack of Indian diplomatic perception as well as security establishment ever since the recognition of war as the biggest diplomatic as well as intelligence failure. A diplomatic perception that remote and frontier areas of India were not well worth risking the mainland for, also resulted the debacle. No wonder that only lip sympathy was paid while consigning Arunachal Pradesh along with the whole northeast on its fate. While the clash of 1962 did not escalate beyond the borders, the cause of the border war, a disputed border, has not been resolved yet. The Chinese intrusions are happening in a slow creeping manner inch by inch sporadically which is followed by stationing of army personnel and equipment’s. China also claims the 90,000 square km area of the north-east, which includes the entire state of Arunachal Pradesh. There are two strategic reasons for the significance of this state. First, Arunachal Pradesh borders Tibet, The autonomous region of Tibet which is one of the most uncomfortable as well as uncontrollable political situation for China, which has given rise to continuous Tibetan and international questioning of its legitimacy there. The Chinese leadership always fears that the Tibetan government-in exile in India could use Arunachal Pradesh as a base for providing external support to the Tibetans in Tibet to thwart the Chinese occupation. Secondly, Arunachal Pradesh is the home to the second most important monastery of the Tibetan Buddhism after Lhasa- the Tawang Monastery. Buddhist culture is sacredly followed in the border districts of Arunachal Pradesh like Tawang and Upper Siang and this could provide vital link to the Tibetans inside Tibet looking for outside support. The presence of Dalai Lama in India and his visits to Tawang Monastery for religious purposes further create anxiety for China in this regard.

China has built up its military presence in Tibet with 300,000 People Liberation Army (PLA) troops coupled with six Rapid Action Forces (RPFs) at Chengdu with ability to reach the India-China border within 48 hours. Several airfields have also been established in Tibet, namely Hoping, Pangta and Kong Ka. Added to this is the colossal road building projects undertaken by China in both Tibet and Yunnan right up to India-China border with a mega budget of $ 325 billion approximately. Of critical value to China’s troop movement into Tibet is the Qinghai-Tibet 2,000 km railway. All these developments on the other side of the border are made in order to bolster the Chinese territorial claim and keep Tibet under its control.

Whereas all countries try to integrate their frontier areas into the heartland through expeditious economic progress and emotional integration, India, on the contrary, took a conscious decision to make frontier areas more “frontier. Since the unfortunate war of 1962, the Government of India has not developed adequate infrastructure, this has made the border areas quite inaccessible from this side. Indian strategic mindset which viewed the lack of roads as a safety mechanism to deter Chinese troops movement into India’s heartland if China did a repeat of 1962; this psyche has proved to be the biggest hurdles to road-building projects in Arunachal Pradesh. Comparatively the Chinese have built infrastructure to facilitate the movement of their army and people, the other side is far more accessible. New Delhi’s policy was influenced by this mindset till the mid-2000. Lack of proper communication and other basic facilities in the border areas not only have severe effects on the local population but also are a major cause of concern from the country’s security point of view. Lack of basic facilities has also adversely affected implementation of Government’s Plans and programs as crucial functionaries do not want to serve in these areas. Needless to say that development of proper communication network in these areas is a prerequisite for smooth movement of armed and paramilitary forces in the sensitive border areas. Hence, providing basic minimum facilities to them is also an immediate necessity. However the pursuits of the people of Arunachal Pradesh for a better infrastructure cannot be neglected for long by a more confident India with a strong economy. There has been a growing demand within Arunachal Pradesh for better roads, more robust Indian defense mechanism and better institutional structure.

There was a positive shift in the Indian defense thinking about roads and much needed infrastructure since May 2006 when the Cabinet Committee on Economic Affairs (CCEA) passed the construction of strategic roads in Arunachal Pradesh. This was a bottom to up reversal in the 1962 mindset. Furthermore, India was also forced to respond to the rapid Chinese road building projects in bordering countries like Myanmar, Nepal and Pakistan. China has established vital road link to Nepal through the Kodari Highway which connects Kathmandu and Lhasa. With Pakistan, it is connected thorough the Karakoram Highway. The Chinese presence in Myanmar is enabled by an open border in Yunnan. Roads have benefitted the Chinese economic and cultural activities in these countries and have also enhanced Chinese influence in the states that are located along India’s border.

The possessive and reactive nature has always afflicted India’s China policy. India started to strengthen its infrastructure all along its borders only after China’s massive buildup of road and rail infrastructure on its side of border. An urgent need of building strategic roads alongside the India-China was responded by the Ministry of Home Affairs. It allocated considerably huge amount of Rs.1, 934 crore on 4 June 2012 for construction of a strategic road projects of about 804 kilometers intended to support the operational movement of the troops like Indo-Tibetan Border Police (ITBP) and the Indian Army along the India-China border, both in eastern and western sector. This includes the territory from the Karakoram pass in Ladakh to Jachep La in Arunachal Pradesh covering about 3,488 kms of border. The Border Roads Organization (BRO), Central Public Work Department (CPWD) and the National Projects Construction Corporation are tasked for building these roads. The Arunachal Pradesh Human Development Report already stressed significantly on the infrastructure development as a matter of key concerns of the state. Prime Minister Man Mohan Singh’s package of Rs. 24,000 crore in 2009 for building the 1,500 kms Trans-Arunachal Pradesh Highway was a corollary of that report. The lack of road infrastructure in Arunachal Pradesh has been one of the biggest complaints of 120,000 troops stationed in the eastern sector. However BRO, the main organization building the strategic roads, tasked with executing the projects, should also be appreciated. It is an arduous task of building two lane highways in such a hilly and inaccessible terrain. Moreover it takes more than a year or two for the released sanctioned amount allocated for border roads to reach its destination thereby affecting the morality and efficiency of the organization. Inclement weather also creates havoc, with roads to India- China border closing down due to landslide during the monsoon season. In that light, the sanction by the Ministry of Home Affairs (MHA) is a welcome sign. Inspite of all the obstacles so faced and poised to be faced, these roads have to be built given the criticality of defending the India-China border. The successful completion and inauguration of the 720 meter Digaru Bridge linking Lohit and Dibang valley districts, the longest bridge of Arunachal Pradesh is one of the success stories in this regard. Constructed by BRO, this bridge will help both the locals and the Army to move faster in case of any unexpected instigating confrontation. Given the present condition of roads in Arunachal Pradesh, it would take days or even weeks in the physical movement of troops to the borders areas. If the several announced projects are brought to the light of achievements, these aspects can be improved. Railways have given a token of its presence in Arunachal Pradesh however the State does not have an airport for its capital.

Arunachal Pradesh is called the Land of Rising Sun; the state is a crustal of scenic beauty and natural resources, better road facilities and a robust institutional infrastructure is very much needed to bring it dazzling on the map of India. This landscape despite its rough terrain can be turned into heaven if a gaze of positive approach is thrown on the development. It can be termed as the grace of several central packages and the cooperation provided by the states administration in the recent past, an expeditious development has been made proactive since then. These developments will also boost the tourism sector. This will not only help the local population but also in escalating the economic stature of the state convincingly henceforth. An advent to make Arunachal Pradesh one of the most charming hot spots of India. A need of cooperation from the citizens is also sought regarding these developmental projects. This very great nation, India, which has been dreamt of becoming a global super power in the near future, is still not the permanent member of United Nations Security Council. Major steps are required to be taken to seize the deserved position. Developments of frontier areas will not only provide a political stability in Asia, it will contribute in the balancing of power against China also. Everyone should accept these makings as a change not for the social betterment only besides a prior step meant to boost the security establishment of this great nation in the way of any anarchic and undeclared confrontation with the itching thorn, the dragon, since the time had once shown.
